Consular registration
Notice
  • For a first registration, the applicant will be asked to present himself/herself to the consular service provided with the original document showing his/her legal presence in the country.
  • The registration card has five years period of validity, after that it must be renewed. Art. 19 of Presidential Decree 02-405 of 26 November 2002, relating to the consular function.
  • "In the absence of renewal of the registration within ten (10) years, it is proceeded to the radiation of interested parties ".: Art. 20 of the decree above mentioned.

 

 

Deletion from the consular register

In accordance with Article 36 of Presidential Decree No. 02-405 of November 26, 2002 on the consular service, particularly Articles 26 and 27, the deletion from the consular immatriculation registers is carried out in the following cases:

  • Death.
  • Final return to Algeria
  • Change of consular district.
  • On handwritten request requesting the cancellation.
  • Absence for more than 10 years.

Removal from the registration books leads to removal from the electoral roll during annual and exceptional revisions that allow for the electoral roll to be cleared.

A fee is required for the issuance of a certificate of deletion.

Documents required for renewal of the consular registration card
  • Application Form dully filled out and signed by the applicant.
  • Expired Consular Registration Card. In case the Consular card is not available (lost, stolen or damaged), the applicant must dully fill out and sign the form (download) of declaration of loss and legalize it by a public notary. The seal of the notary must be on the Form.
  • Two (2) standard passport-size photos.
  • A copy of a document showing the legal presence in the country.
  • Proof of address in the consular circumscription of the Embassy.
  • Statement of employment or university registration.
  • Self-addressed prepaid envelope.

Documents required for the request of Consular registration transfer:

  • Application Form dully filled out and signed by the applicant.
  • Original Consular Registration Card.
  • Four (4) standard passport-size photos.
  • A copy of a document showing the legal presence in the country.
  • Proof of address in the consular circumscription of the Embassy.
  • Statement of employment or school registration.
Documents required for first registration
  • Application form dully filled out and signed by the applicant.
  • Original full birth certificate.
  • Original father's full birth or death certificate.
  • Applicants born overseas should include birth certificates of two (2) paternal ascendants born in Algeria or a certificate of Algerian nationality.
  • Marriage certificate (for married citizens).
  • Divorced women should include record of divorce judgment.
  • A copy of a document showing the legal presence in the country.
  • Proof of address in the consular circumscription of the Embassy.
  • Statement of employment or university registration.
  • Five (5) standard passport-size photos.

 

CERTIFICATE OF CHANGE OF RESIDENCE
General Conditions – Change of Residence (C.C.R)

General Conditions for Change of Residence (C.C.R)

Algerian nationals registered with the Embassy who have resided continuously abroad for at least three (3) years and wish to return permanently to Algeria may import, duty-free and tax-free, the following personal belongings:

  • Household goods and personal effects intended for the use of the applicant, their spouse, and minor children living under the same roof abroad.
  • One new passenger car, or one new utility vehicle, or one new two-wheeled vehicle subject to registration.

According to current legislation and regulations:

  • The vehicle must be new and imported into Algeria within one month.
  • The applicant’s presence is required during customs clearance formalities.
  • The move must be completed within six (06) months from the date of issuance of the C.C.R certificate.
  • Consular fees and taxes amount to the equivalent in Hungarian Forint of 4,000 Algerian Dinars (DZD) at the prevailing exchange rate (Finance Law 2018), increased by the equivalent in Forint of 400 DZD for each 10,000 DZD of declared value. Students and trainees benefit from a 50% reduction in these fees.

The C.C.R application is processed within 15 days from the date of submission.

Conditions for Duty-Free Vehicle Admission:

  • The engine capacity must not exceed 1800 cm³ for gasoline engines and 2000 cm³ for diesel engines.
  • The total weight of a utility vehicle must not exceed 5.95 tons.
  • Two-wheeled vehicles must be subject to registration.
Important: Pleasure boats, jet skis, zodiacs, quads, and other watercraft are subject to the payment of customs duties and taxes.

Conditions for Obtaining the C.C.R Certificate:

  • Be over 19 years old.
  • Be registered with the Consulate as a main resident.
  • Never have previously benefited from a C.C.R certificate, neither personally nor through a spouse.
  • Provide proof of continuous and regular residence abroad for more than three (3) years at the time of application.

Documents Required Before Final Approval:

For Employees:

  • Handwritten request addressed to the Consul General.
  • Consular registration card.
  • Work certificate and payslips covering the last three (3) years.
  • Copy of the first three pages of a valid passport.
  • Hungarian residence permit or identity card with a copy.
  • Sworn statement declaring that the applicant has never benefited from a C.C.R certificate.

For Self-Employed Individuals:

  • Handwritten request addressed to the Ambassador.
  • Consular registration card.
  • Certificate from the Nemzeti Foglalkoztatási Szolgálat (NFSZ) – National Employment Service – covering the last three (3) years.
  • Copy of the first three pages of a valid passport.
  • Hungarian residence permit or identity card with a copy.
  • Sworn statement declaring that the applicant has never benefited from a C.C.R certificate.

For Students and Trainees:

  • Handwritten request addressed to the Ambassador.
  • Consular registration card.
  • University certificates or internship attestations covering the last three (3) years.
  • Copy of the first three pages of a valid passport.
  • Hungarian residence permit or identity card with a copy.
  • Sworn statement declaring that the applicant has never benefited from a C.C.R certificate.

For Traders:

  • Handwritten request addressed to the Ambassador.
  • Commercial register and a copy.
  • Consular registration card.
  • Certificate of deregistration from the commercial register and a copy.
  • Copy of the first three pages of a valid passport.
  • Hungarian residence permit or identity card with a copy.
  • Sworn statement declaring that the applicant has never benefited from a C.C.R certificate.

For Retirees and Pensioners:

  • Handwritten request addressed to the Ambassador.
  • Consular registration card.
  • Pension or retirement certificate issued by the Hungarian paying authority.
  • Copy of the first three pages of a valid passport.
  • Hungarian residence permit or identity card with a copy.
  • Sworn statement declaring that the applicant has never benefited from a C.C.R certificate.

After Approval, the File Must Be Completed With:

For the Vehicle:

  • Provisional registration certificate (with Algerian address).
  • Purchase invoice of the vehicle.
  • Certificate of conformity.
  • Certificate indicating the date of manufacture (must be less than 11 months old on the application date).

For Household Goods and Personal Effects:

  • Detailed inventory in two copies, including the vehicle.

Maximum Admissible Value (including the vehicle):

  • Equivalent in Forint of 8,000,000 DZD for students and trainees.
  • Equivalent in Forint of 10,000,000 DZD for other nationals.

Goods exceeding these limits are subject to normal customs clearance procedures, with payment of applicable duties and taxes.

Important: Customs clearance formalities for personal effects and the vehicle under the Change of Residence (C.C.R) framework must be completed personally by the beneficiary. Powers of attorney are not accepted.
